He told me to move on when I’m about to start NC

My ex and I were in and off for 4 years. We broke up a year and a half ago but continued talking and seeing each other like we were together. About a month and a half ago he told me he doesn’t wanna be with me at all anymore but we can have some sort of friendship with respect and no expectations. I begged for him to stay and asked him to give it another chance. It didn’t work. He told me that I need to move on from him but he also wanted to keep seeing me “without expectations and it doesn’t mean anything.” I am so confused because he kept telling me I need to move on but he’s okay seeing me.. I think he started talking to someone else and when I asked if it’s serious, he said he doesn’t know. I’m about to start the no contact, but I’m not sure if he’s truly moved on…
